A POLICE STATE? Excerpts from the April 1, 1942, New York Times:

“Patrolmen and detectives have received lists of aliens [permanent residents] who have registered with the government. On orders from Commissioner Valentine commanders  of detective divisions will get complete histories of these  aliens  to go into precinct dossiers.
 
Will Visit Alien Homes
Detective and other city operatives will visit every person who registered…they will check home and business address, daily activity and routines.
 

Dossiers will be made of aliens of enemy nations, natives of Germany, Italy, Japan,  and their lesser allies. The records will check also on the number  of persons in each family and on the whereabouts of each member of the family…”    Editors note: This practice was planned throughout the country for the 1,100,000  permanent resident aliens, Germans, Italians, and Japanese, residing in the  United States. It began with the 256,000 permanent resident aliens in New  York City.     December 8, 1941 The Roundup begins; Presidential Proclamations 2526 and 2527 issued — Prescribed and proclaimed certain regulations governing the conduct of German and Italian alien enemies respectively. [6 Federal Register 6323 and 6324 respectively]

MOST URGENT. SUPERSEDING AND CLARIFYING PREVIOUS INSTRUCTIONS RE: GERMAN AND ITALIAN ALIENS.  IMMEDIATELY TAKE INTO CUSTODY ALL GERMAN AND ITALIAN ALIENS PREVIOUSLY CLASSIFIED IN GROUPS A,B, AND C, IN MATERIAL PREVIOUSLY TRANSMITTED TO YOU.  IN ADDITION, YOU ARE AUTHORIZED TO IMMEDIATELY ARREST ANY GERMAN OR ITALIAN ALIENS, NOT PREVIOUSLY CLASSIFIED IN THE ABOVE CATEGORIES. 
IN THE EVENT YOU POSSESS INFORMATION INDICATING THE ARREST OF SUCH INDIVIDUALS NECESSARY FOR THE INTERNAL SECURITY OF THIS COUNTRY.  ABOVE PROCEDURE APPLIES ONLY TO GERMAN AND ITALIAN ALIENS, AND NOT TO CITIZENS.  ABOVE PROCEDURE DOES NOT IN ANY INSTANCE APPLY TO DIPLOMATIC OR CONSULAR REPRESENTATIVES OF THE GERMAN  OR ITALIAN GOVERNMENT.  BUREAU MUST BE ADVISED TELEGRAPHICALLY AT EARLIEST POSSIBLE MOMENT CONCERNING INDIVIDUALS ARRESTED PURSUANT TO ABOVE INSTRUCTIONS.  THIS TELEGRAPHIC INFORMATION TO BUREAU SHOULD SPECIFICALLY DESIGNATE, WITH REGARD TO EACH INDIVIDUAL MENTIONED, WHETHER THE ALIEN IN QUESTION HAS BEEN PREVIOUSLY CLASSIFIED ON THE A, B, OR C LIST, OR WHETHER HE IS BEING ARRESTED AS AN ALIEN CONCERNING WHOM INFORMATION JUSTIFYING HIS ARREST IS POSSESSED, ALTHOUGH NOT PREVIOUSLY CLASSIFIED IN THE ABOVE CATEGORIES. 

AS TO ALIENS IN LATTER CATEGORY, SPECIFY CONCERNING EACH INDIVIDUAL WHETHER CUSTODIAL DETENTION DOSSIERS PREVIOUSLY SUBMITTED BY FIELD OFFICE INVOLVED CONCERNING INDIVIDUAL IN QUESTION.  AS TO GERMAN OR ITALIAN ALIENS CONCERNING WHOM INFORMATION IS POSSESSED INDICATING THEIR ARREST NECESSARY FOR INTERNAL SECURITY OF THE COUNTRY, ALTHOUGH NOT PREVIOUSLY CLASSIFIED IN A,B, OR C CATEGORIES, AND ON WHOM PREVIOUS CUSTODIAL DETENTION DOSSIERS NOT SUBMITTED.  BUREAU MUST BE FURNISHED IMMEDIATELY COMPLETE SUMMARY OF INFORMATION POSSESSED CONCERNING INDIVIDUAL INVOLVED, JUSTIFYING ARREST.  ALL INDIVIDUAL ARRESTED MUST BE
TURNED OVER TO NEAREST REPRESENTATIVE OF IMMIGRATION AND NATURALIZATION SERVICE.

  • January 14, 1942  Proclamation 2537 issued.  Regulations pertaining to alien enemies.  President proclaims that all alien enemies within the continental United States, Puerto Rico, and the Virgin Islands are required to apply for and acquire certificates of identification. [7 Federal Register 329]
  • February 5, 1942  Travel and other conduct of Aliens of Enemy Nationalities.  Attorney General Biddle issues regulations implementing Proclamation 2537 cited above.  This regulations prescribes curfews, restricts travel, and precludes possession of cameras and short-wave radio receivers.
  • February 7, 1942  Proclaimed list of certain blocked nationals.  A two part listing of persons and companies of the American republics and those outside of the American republics.  This list has often been referred to as the Blacklist.  It was first promulgated on July 17, 1941 [6 Federal Register 3555]. [7 Federal Register 855].  This list was again revised on February 28, 1942.
  • February 19, 1942  Executive Order 9066 issued.  Authorizes Secretary of War to prescribe military areas from which any or all persons may be excluded.
  • March 18, 1942  Executive Order 9102 issued — War Relocation Authority established in order to provide removal of persons whose removal is necessary in the interests of national security.
