An attribute of a conspiracy is not whether or not parts of the operation are in plain sight. The ultimate objective is kept secret until it’s too late to stop it. If a bank robber walks into a bank with an accomplice in plain clothes, looking like any other customer, does that automatically mean there is no conspiracy to rob the bank of money? They look harmless until they unveil the next stage of their operation.
